It is used in African American Vernacular English (AAVE) and later mainstream slang to mean agreeing with, approving of, accepting, or being willing to participate in something. People typically say "I'm down with that plan" or "Are you down with coming to the party?"  The term originated in 20th century AAVE, especially in jazz, Black Power, and hip hop movements, where "down" meant cool, loyal, or committed, and "down with" signified group solidarity.
